Tick the box for “unlock all base game factions” and you’re all set. Simply start the game and check the cog icon on the launcher. The rest are either unlocked by defeating them during the campaign, editing a save file, or they’re simply unplayable. In the original Rome release, you could only pick from a handful of factions.
